One line includes all councils, and the other line includes all councils except for Christchurch City Council. Both lines show that renewal capital expenditure is less than depreciation for the period from 2012/13 to 2019/20. There was a step change between 2016/17 and 2017/18, where councils’ renewal investment significantly increased. However, this has steadily declined since 2017/18.
